Whats the situation right now in the West Bank?

Right now we Gaza is pretty distuted with all the things going on inside of it like Extremely hateful propaganda, firing rockets into Israel, Israel cut of aide to Gaza except for hospitals.

But right now whats happening in The West Bank? I know its under FATAH control at the moment. But what else?

Are discussion's still being held about land and what not just now excluding Gaza and Hamas from the equation?

What about the settler issue, Freedom of movement is difficult in The West Bank (especially for the palestinians) for a number of reasons i mentioned before but like Londoner in Israel said the issue should be handled with sensitivity and the fact that the settlers where dupped (more info on this?) into coming to live in the settlements in the 70's and 80's means that the settlers should be given special consideration aswell, what is there fate looking like at the moment?


I live in Tel Aviv so I don't go into the West Bank very often, but when I visit Jerusalem I sometimes end up travelling through it because Jerusalem is essentially encircled by it.

So I can tell you the little I have seen with my own eyes.

First things first, unlike Gaza, access to the West Bank is not difficult at all for most people, including tourists and journalists - there are many roads which lead into the West Bank where you won't even realise you've crossed the Green Line until you reach an army checkpoint several miles later. At many of these checkpoints you don't even need to stop on your way into the West Bank, only on the way out, and even then only for a couple of seconds for the army sentry to check that you aren't a Palestinian attempting to infiltrate Israel with a bomb. So if you are doubtful of what I say or what you read in the press, you can always come here to see it for yourself.

Secondly, according to my understanding of the situation in the Gaza Strip (I've never been in there, so this is based on watching the news), the current situation is not quite as grave as you suggest, at least not yet. It is true that no-one goes in or out, and so the Gazans are effectively locked in prison there, but aid has not been cut off. Agencies still provide Gaza with essential medicines and food, and most importantly, Israel has not cut off their electricity or water supply. Israel is currently trying to work out what to do about the qassam rockets which the Gaza militants keep sending onto the town of Sderot, and one measure being considered is to reduce their power supply by a certain number of units for every rocket they send. Airstrikes are generally fairly successful at targeting the militants, but occasionally strike innocents such as the recent case of three Gazan children who were just playing next to the rocket launchers. Another option is to launch a ground incursion, but it appears that this won't take place at least until after peace efforts are attempted in November. But while the Gazan civilians are no doubt having a miserable time of it, their situation is far from desperate, for now anyway.

OK back to the West Bank. I occasionally drive from Tel Aviv to Jerusalem on a road which after the Israeli town of Modi'in cuts through the West Bank until it arrives in North Jerusalem. Palestinians are not allowed to drive on this road for security reasons, and roads leading to Palestinian towns are denied access to it by way of huge concrete blocks placed at their entrances. As a result, Palestinians seeking to travel between their towns in that area are forced to either drive on rugged tracks, or walk along the side of the highway. However the only army presence I have seen is at the checkpoints at each end (one just before Jersualem, and the other just before Modi'in), and all seems quiet in the Palestinian towns along the way. Army incursions into Palestinian towns only happen rarely, so the Palestinians are generally able to go about their lives from what I have seen, except for the travel restrictions which are I'm sure humiliating and annoying for them.

By comparison, another road through the West Bank I sometimes drive is the one leading from Jerusalem down to the Dead Sea, passing Jericho. The area is essentially desert and so much more sparsely populated, and tensions are correspondingly much lower. As a result, Israelis and Palestinians use the same road and seem to co-exist entirely peacefully there.

So are conditions improving in the West Bank, you ask. I think the answer at the moment is that not a lot is changing just yet. Israel is releasing some Palestinian prisoners and removing a few checkpoints of lesser importance as gestures of support for Mahmoud Abbas, but I don't think the situation can change materially unless progress is made in the peace talks. Fatah hate Hamas, but they are reluctant to abandon the large part of the Palestinian population which lives in the Gaza Strip, so I think it may be difficult for Abbas to take steps towards any resolution which ignores Gaza. Which means that unless Hamas suddenly start behaving rationally, the situation probably won't be able to advance.

Finally, yes all of the West Bank Jewish settlers are still there, including in Hebron - I even know someone very religious who studies at the yeshiva there. The reason I say that many of them have been effectively duped, is because many of them moved there purely because homes are much much more affordable there, and the Israeli government promised to look after them. But times can change, and when Ariel Sharon decided that Gaza needed to be evacuated, they were all booted unceremoniously out of their homes and a large number of them are still stuck in temporary accommodation dotted randomly around the country, separated from their family and community, with nothing left of their former life.

Edit to HopelessZ00: Yes numberplates are a very important security identifier round here. Yellow numberplates are granted to anyone with Israeli citizenship, including Palestinian Arabs who live inside the state of Israel. White numberplates are given to UN or diplomatic vehicles. I believe that vehicles with yellow or white numberplates are essentially free to drive anywhere in Israel or the Palestinian territories. Meanwhile blue numberplates are given to Palestinians who live in the occupied territories, and are therefore deemed to be a potential security risk to Israelis. They are free to drive around within the occupied territories, but would raise serious alarm bells if they tried to drive such a vehicle inside Israel, and so if that is what those journalists were trying to do then I'm not surprised they didn't get far...

I would guess horrible. It has been horrible for decades. What has changed? Human rights are frequently violated and International laws are frequently violated. Have you heard that the situation has gotten better? People still do not give the Palastinians human dignity so it is still bad i would imagine.

I really appreciated your report Londoner in Israel . Thumbs up! Nothing is either black or white, and nothing in this life is what it appears to be. Thank you for mentioning that if one is a tourist or journalist or Israeli they can move about pretty easy. I would just like to point out though, a few weeks ago some journalists did go with a hidden camera and a car that had a blue license plate on it. They were stopped everywhere they went , every 10 min had to get out, and were questioned. When they asked "Why are we being stopped?" A straight answer could not be given. In the end one IDF admitted because you have a blue License Plate. EU (Blue Licence Plate) is given to Palestinians only.

Right now the solution is to support more moderate elements and wait for the next Palestinian election. Assuming that the Palestinian people elect a more moderate government i.e. not Hamas, the peace process can get back on track. Israel can't act unilaterally as it just allows for terrorist elements to prosper, nor can Israel come to an agreement with a government that isn't popularly elected.

There is no restriction in principle against non-residents owning property in South Africa.

Property may be purchased by a person in his/her individual capacity or in the name of a South African legal entity like a company or trust. Another option is to use an entity unique to South Africa: a close corporation or CC. This vehicle is ideal for small businesses and can also be used as a property-owning entity. The CC owns the property and the CC’s member/s own the member’s interest in the CC. It is also possible for foreign entities to own property in South Africa, although

there are certain formal legal requirements which must be complied first.

The tax consequences of buying, owning and disposing of fixed property in South Africa are determined not by a person’s nationality but his or her tax status. There are various ways of determining one’s tax status in order to establish whether you are a resident or non-resident for tax purposes. Both private individuals and legal entities are classified in South Africa as either residents or non-residents.

South Africa uses a source based system of taxation to tax non-residents. This means that any income earned by a non-resident person, which is South African in origin, is taxed in South Africa, unless that person hails from a country with whom South Africa has concluded a double taxation agreement. Therefore, even if you are not a resident of South Africa for tax purposes, you may be required to register for tax and annually submit an income tax return.

The South African Revenue Services (SARS) uses the purchase of property as a checkpoint to ensure that all parties to property transactions are registered for tax purposes and, if already registered, that their tax affairs are up to date. Therefore, should you not have been registered as a taxpayer in South Africa before, when you purchase immovable property, SARS will insist that you register at that point before it will allow the transaction to proceed.

There are several property taxes in South Africa. Among them are:

• Transfer Duty â€" This is a tax levied by government on the transfer of ownership of fixed property, and is payable before transfer of a property can take place. It is calculated on the purchase price of the property.

• Value Added Tax (VAT) â€" This is a tax levied on supplies of certain goods and services by persons or entities who are VAT-registered. It is charged at a rate of 14% and is included in the purchase price where the Seller (developer) is VAT registered. Most developers are VAT-registered and when VAT is applicable, no transfer duty is levied.

• Capital Gains Tax (CGT) â€" This tax is levied on the profit or gain made by the owner when property is sold. Non-residents are also liable to pay CGT and for this reason, SARS insists that all purchasers of property register as tax payers. When a non-resident person sells his property, a CGT withholding tax is applicable. This is collected by the attorney or estate agent dealing with the sale and paid directly to SARS. The non-resident seller is obliged to complete a tax return and account to SARS for the balance of the CGT within the same tax year.

After a sale is concluded, this process is managed by a specialised attorney referred to as a conveyancer, who is usually appointed by the Seller. The conveyancing attorney will draft the relevant transfer documents (and mortgage bond documents, if applicable) and present them to the purchaser for signature. Should it be necessary for the purchaser to sign legal documentation overseas, specific rules apply regarding the authentication of such documents before a

Notary Public, Embassy, Consulate or certain other higher authorities. It is advisable, if possible, to appoint someone in South Africa by way of a Power of Attorney to sign as many of the documents as possible on behalf of the foreigner. However, certain documents cannot be signed by anyone other than the purchaser himself. Should the purchaser be married according to the laws of a

foreign country, and he wishes to obtain bond finance, that person’s spouse will be required to co-sign the bond documentation. The purchaser will also be required to comply with the country’s Financial Intelligence Centre Act (FICA). This legislation, aimed at combating money laundering, requires that the attorney and the bank (if the purchaser takes mortgage finance), obtains and keeps on record certain documentary proof of identification, home address and the like. If the purchaser is a legal entity, the requirements are even more complex and detailed.

The legal fees payable to the conveyancer are usually paid over and above the purchase price of the property and are then payable by the purchaser prior to transfer. The transfer and bond costs are based on the purchase price and bond amount respectively and are typically 1-2% of those values.

Why is Israel allowed to keep stealing land from the Palestinians?

The west bank is supposed to belong to the palestinians but every day the Israelis take more and more and the world powers don't seem to care. If it had been Sadam taking land from Kuwait it might have caused a war!


They are trying to destroy the Palestine people and yes the world seems not to care.*

In 1967 the Arab world along with the Palestinians attacked Israel with no provocation other than they sought to eradicate the Jews from the face of the earth. Israel, out numbered 20 to 1 drove back the attackers and acquired land. Those lands are the lands that Israel's enemies want back. Israel allowed the Palestinians to stay and occupy the land. Israel has had continual attacks against them by the Palestinians since. Israel has made several peace agreements with them allowing for settlement. There was one agreement that gave them the land if they would stop warring with Israel, but they have kept up the continuous bombing. There is no way that the two can live in peace as long as the Palestinians want the Israelis dead even at the expense of their own life.

The sad part of this whole story is that people like you have no clue as to the facts of what happened, but continue to spread hate for someone you don't even know. You may think that you know the facts,, but all you really know is a distorted, warped version of history. With the endless possibilities for knowledge on the internet there is no excuse for the irrational ignorance dilpayed by some of the questions found here.

That land belongs to Israel until such time as the Palestinians elect a government that finalizes a deal to actually take control of the land. Israel took the land during the two major wars it fought with it's Arab neighbors following it's creation. As long as Palestinians would rather kill Israelis than have their own land they are NOT a nation. They are a refugee group living within Israel's borders.

That said, I agree with you that Israel should be required to stop expanding settlements and roll back any existing ones by the west, without whom Israel would never have existed, and likely would cease to exist in the future. But you can't call it 'stealing land' when the Palestinians do not have their own nation and do not own the land.

Israel originally took Palestinian territory for strategic reasons after they took part in various invasions (1949, 1967, 1973).

The world powers are split - and a bit passive - on the issue because time and time again Palestine has failed to uphold it's side of peace agreements. The west doesn't want to reward Palestine for using terrorism as a bargaining chip in the negotiations.

I don't think Israel should be expanding it's settlements, but it's certainly not as one sided as you suggest.

Israel isn't stealing land from anyone. When the Jews arrived from Europe, what's known as Israel was a vast wasteland swamp land. The Arabs living there were nomads. There's no such thing as a Palestinian. The Arabs living there were from other Arab countries. You don't see these other Arab countries welcoming them home with open arms.

Today, Israel is a gorgeous country because of the hard work the Jews did out of determination to survive, despite daily murderous attacks by the Arabs. Why should the Arabs there be entitled to anything, when the Jews made it the magnificent country it is today. It's as westernized as the U.S. and walking in any of the 3 major cities, you'd think you're in NY, Chicago, or L.A.

Israel belongs to the Jews period. They were happy to live along side f the Arabs until the Arabs declared a life long war against them. It's not the Jews who don't want the Arabs there, it's the other way around. So,, before you make your youthful statements based on nothing get the facts.

And the nation of Palestine is where?...OH that is right ...THERE IS NO NATION OF PALISTINE...That land was won in a WAR that the nomadic Palistanian people and other Arab nations started and Israel fought back and won....Funny how the ones suppotting the TERRORISTIC Palis...keep forgetting little things like ...FACTS....

The "West Bank" never belonged to the Palestinians. It was part of Jordan and Jordan lost it in a war. I don't think Jordan wants it back.

Can I land contract or rent out a house with a bank loan on it?

I was wondering. I am looking to sell my house in about a year maybe two (hoping the economy picks up a little by then.) With how bad the economy is, there are several houses for sale in my town around the price I owe for my house, but they are nicer than mine. So I am trying to be realistic on my options. Can I do a land contract if I have a bank loan? Or can I rent out my current home if I have a bank loan? I am trying to look at all my options in case I have trouble getting what I owe next year. I am willing to take a loss, but at the same time I can't afford a huge one. I live in Ohio if that makes a difference. Thank you so much for sharing any knowledge you have!


You might sell your house under a land contract as in actuality a land contract is really a lease to own or an option to buy. You still own the property, and will continue to pay the monthly mortgage each month, pay the taxes as well as pay the insurance. So a lender would not really bother you as the title to the property never change hands.

Most properties that are rented still have a mortgage on them. So renting your current home would not be a problem either.

If there are better looking properties, perhaps during the next couple of years you might consider doing a little painting and other things that would improve the value of your property. Done a little at a time the cost would be minimum, however over the long run you would be improving the value of your property a little at a time. If the property is a rental then whatever funds you put into the property might be tax deductible on your fed income tax.

For tax and legal matters you would always want to consult with your tax consultant and attorney.
