I don't think the money matters to them, it's about managing the property (real wealth) through government sanctioned monopolies. When the market crashes they revoke credit and take all the land back, when the economy is good they loan the land out with interest that they use to buy control of yet more land. When the entire government collapses they take the land we think belongs to us but the state runs and has committed to them.
