How safe is it to do financial transactions on the land line at a library?

I want to order stuff with paypal and check my bank balance.

It would depend on how secure your computer is in the first place and who has access to the library network and how malicious they are.

The best thing you can do is protect your computer by having a security suite of products installed (antivirus, firewall, antispyware, etc) from a reliable vendor (like mcafee or norton, etc) and to make sure the product is properly configured and automatically updating..

You will also want to make sure that Windows is automatically updating all security patches and that any programs you use are secured.

This will at least keep you protected from most intrusion attempts.. and as long as the websites you're using are encrypted (using SSL, have the lock icon on).. then you communications will be encrypted.

Good Luck

well... I've done it. nothing awful happened. I don't know that it's the best idea in the world if you can avoid it, though.
